Role Summary
The People & Culture Manager plays a key role in supporting the day-to-day people operations of GS1 Global Office. This role combines payroll expertise with a broad HR generalist background and is responsible for ensuring the effective delivery of payroll, benefits, employee data management, recruitment, compensation administration, and people processes.
Reporting to the Director, People & Culture, the role serves as the primary point of contact for payroll and benefits administration while also supporting managers and employees across the employee lifecycle. The successful candidate will be highly organised, detail-oriented, solutions-focused, and comfortable working in a complex international environment.
This is a hands-on operational role requiring strong execution, sound judgment, confidentiality, and the ability to manage multiple priorities across global teams.
Key Responsibilities
Payroll, Benefits & Compliance
Lead the coordination of Belgian payroll in partnership with the external payroll provider (SD Worx), ensuring accurate, timely, and compliant payroll processing.
Act as the primary point of contact for Belgian payroll-related questions from employees and managers.
Manage Belgian employee benefits programmes, including pension plans, hospitalization insurance, meal vouchers, and the GS1 Federal Mobility Budget.
Oversee company car and mobility-related processes.
Support global payroll administration through Employer of Record (EOR) providers.
Partner with the Belgian payroll provider and internal Finance team to ensure compliant payroll administration, maintain payroll records, and support payroll audits, reporting, and year-end activities in accordance with Belgian employment legislation and payroll regulations.
People Operations & HR Administration
Manage and maintain employee data within BambooHR and other HR systems, partnering with the P&C Administrator to ensure data accuracy, consistency, and confidentiality.
Partner with the P & C team to prepare onboarding/offboarding documentation and employee lifecycle processes.
Maintain HR policies, procedures, and employee records in accordance with legal and organisational requirements.
Support HR reporting and workforce analytics, including headcount, turnover, compensation, and payroll reporting.
Recruitment & Onboarding
Support the end-to-end global recruitment lifecycle.
Partner with hiring managers to ensure a positive, efficient and professional candidate experience.
Compensation & Benefits Administration
Support annual performance management and compensation review processes, including compensation reporting, benchmarking, and analysis.
Assist with benefits administration and employee communications related to compensation and rewards programmes.
Employee Relations & Manager Support
Serve as a first point of contact for employee and manager questions regarding policies, procedures, benefits, and people processes.
Support employee relations matters and workplace concerns, escalating complex cases as appropriate.
People & Culture Programmes
Support the implementation and administration of global People & Culture initiatives, policies, and programmes.
Contribute to employee engagement, wellbeing, and culture initiatives.
Assist with organisational projects and People & Culture priorities as required.
Skills & Competencies
Strong knowledge of Belgian payroll administration, employee benefits, employment legislation, and HR compliance requirements.
Excellent verbal and written communication skills, with the ability to communicate effectively and professionally with employees, managers, senior leaders, and external providers.
Strong presentation and facilitation skills, with the ability to deliver training, lead discussions, and communicate People & Culture programmes and processes to diverse audiences.
Strong organisational and time management skills, with the ability to manage multiple priorities, deadlines, and projects in a fast-paced international environment.
Strong analytical and problem-solving skills, with the ability to interpret data, identify trends, and provide practical recommendations.
High attention to detail and accuracy, particularly in payroll administration, HR systems, reporting, and employee data management.
Experience working with payroll providers, HRIS platforms, and payroll systems; BambooHR experience is an asset.
Ability to handle sensitive and confidential information with discretion, professionalism, and sound judgment.
Strong stakeholder management and relationship-building skills, with the ability to establish credibility and trust across all levels of the organisation.
Demonstrated ability to drive initiatives from concept to execution and deliver results through a pragmatic, hands-on approach.
Comfortable working independently while collaborating effectively within a global, diverse, and matrixed environment.

Education & Experience
8+ years of progressive Human Resources experience in an international, complex, or matrixed organisation.
Full professional proficiency in spoken and written English and French; Dutch is strongly preferred.
Strong HR generalist background covering the full employee lifecycle, including recruitment, onboarding, employee relations, performance management, compensation, benefits, and offboarding.
Hands-on experience managing or coordinating Belgian payroll processes in partnership with an external payroll provider, with strong knowledge of Belgian labour law, payroll administration, employee benefits, and employment compliance requirements.
Experience supporting compensation and benefits programmes, including salary review processes, job grading, market benchmarking, pensions, insurance plans, mobility budgets, and company car policies.
Experience managing and maintaining employee data within HRIS platforms, ensuring data accuracy, integrity, confidentiality, and compliance.
Strong proficiency in Microsoft Excel and PowerPoint, with experience using HRIS, payroll, and compensation benchmarking tools.
Experience managing end-to-end recruitment processes, including sourcing, screening, competency-based interviewing, offer preparation, and onboarding.
Experience supporting employee relations matters and providing guidance on HR policies, procedures, and workplace issues.
Experience supporting global performance management processes and annual review cycles.
Experience working effectively with external payroll providers, benefits vendors, HR service providers, and internationally distributed teams.
Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field is preferred.
Relevant qualifications or training in Human Resources, Payroll Administration, Compensation & Benefits, or Belgian Employment Law are considered an asset.
Additional Information
This job may require up to 10% global travel.
This is a hybrid role with a minimum of 4 to 8 days per month in the Brussels office.
